build: move to Rolldown and TypeScript 7

Summary

• replace Rollup with Rolldown and use its native module resolution, CommonJS handling, and output cleanup
• bundle declarations with rolldown-plugin-dts
• update TypeScript to 7.0.2, Vitest to 4.1.11, and pnpm to 11.22.0
• replace @skypack/package-check with Publint and Are the Types Wrong
• add a patch changeset
