Same shape as `312b74f` (tabs around Content-Length, nodejs#810) and `ac55259` (tab after `Connection: close`, nodejs#866); `header_value_te_token_ows`, `header_value_content_length_ws` and `header_value_connection_ws` all already accept both characters.
