This commit adds a text classification feature based on Support Vector Machines (SVM), using TF-IDF features to classify the 20 新建sgroups dataset. It includes:
A new module: svm_source_classifier.py
Unit tests: test_source_classifier.py
Documentation update: README.rst, with usage instructions and sample output
